Kickoff of Kosy Bac Lieu wind power project: Contributing to ensuring national energy security
Kosy Bac Lieu Wind Power Plant project phase 1 with a capacity of 40 MW, with a total investment of 1,500 billion VND, will provide an average wind power output of about 115 million kWh/year, connected to the national grid, contributing to ensuring energy security, promoting socio-economic development.
Bac Lieu is a province with a lot of potential for wind power development, in fact, the province has been leading in this field with a large wind power plant in operation and many wind power projects being deployed, promoting capacity due to the high and almost uniform wind speed all year round.

According to the wind power development planning of Bac Lieu province in the period to 2020, with a vision to 2030, the total planned potential capacity of the whole province is more than 2500 MW. However, the province’s total capacity over 10 years in the 2011-2020 period is only equivalent to 15.6% of the planned potential. The potential for wind power development as well as incentives for investment in plant construction and electricity selling prices to Electricity of Vietnam have made Bac Lieu to become an attractive destination for investors.
On August 3, 2020, in Vinh Thinh commune, Vinh My A, Vinh Hau, Hoa Binh district, Bac Lieu province, Kosy Group officially kicked off the Kosy Bac Lieu Wind Power Plant project – phase 1 with capacity of 40 MW, with total investment of over 1,500 billion VND.
Implemented by Kosy Bac Lieu Wind Power Joint Stock Company – a member of Kosy Group, Kosy Bac Lieu wind power plant is one of the key projects, contributing to ensuring national energy security and promoting economic development in Bac Lieu.
According to the Map of wind power development planning in Bac Lieu province in the period of 2020-2030, the construction site of Kosy Bac Lieu wind power plant is the best wind potential place in Bac Lieu province, with the average wind speed of about 6.5 m/s at 120m high wind measuring column, which is very suitable for large-scale commercial wind power project development.
“The construction of Kosy Bac Lieu wind power plant is in line with the National Power Plan VII of the Prime Minister as well as the planning of the province, especially in accordance with the province’s socio-economic development orientation according to 5 main piers. At the same time, the project will contribute to ensuring national energy security and positively contribute to the socio-economic development of Bac Lieu province through the project’s shared infrastructure system,” said Duong Thanh Trung, Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Committee of Bac Lieu province.

According to the plan, by the end of December 2020, the Kosy Bac Lieu wind power plant project will complete the site clearance; verify and approve the technical design, construction of BoP auxiliary items. Items such as the operation house, internal roads, turbine foundation, foundation grounding, 22kV underground cable line will be completed before June 20, 2021. By the end of August 2021, the project has completed the installation and acceptance of the 220kV connection line and 22/220kV booster station. In early October 2021, the installation of turbines and technical equipment will be completed. It is expected that Kosy Bac Lieu wind power plant phase 1 will be put into operation before October 30, 2021.
When put into operation, Kosy Bac Lieu wind power plant phase 1 will provide an average wind power output of about 115 million kWh/year, connected to the national grid system; revenue of about 270 billion dong/year, contributing tens of billion dong to the local budget each year, and creating high-tech jobs for hundreds of local workers.
“The demand for electricity in Vietnam is increasing day by day, it is estimated to grow by 10% per year in the coming time. In 2020, electricity consumption in Vietnam is about 214 billion kWh and the Government has set a target to generate 570 billion kWh by 2030. Realizing that Vietnam’s renewable energy development potential is huge, Kosy Group has focused on implementing the Kosy Bac Lieu Wind Power Plant project (phase 1) with a capacity of 40 MW. This is a right step, in line with the orientation and goals of the Government in promoting the development of renewable energy projects in order to contribute to ensuring sufficient electricity supply for economic development and people life,” said Mr. Nguyen Viet Cuong, Chairman of the Board of Directors of Kosy Group.

Kosy Bac Lieu Wind Power Plant covers an area of about 6,600 hectares, with a total capacity of over 200 MW, in particular, phase 1 is approved by the Prime Minister to be added to the Power plan VII with capacity of 40 MW. The project uses modern turbine equipment of Goldwind International Holdings (HK) Limited, the latest 4.5 MW line, suitable for wind conditions in the region, with blade diameter of 155m, tower height of 130m for increasing power output. This series of turbines uses a gearless, permanent magnet direct-drive technology, which reduces operating costs, increases power generation efficiency, and reduces maintenance costs and risks.
The general contractor of the project is IPC Group Joint Stock Company. The power system of the plant will be connected to the 220kV busbar of the 220kV transformer station of Hoa Binh 5 wind power plant. Kosy Bac Lieu wind power project will be implemented under the Power Purchase Agreement under the provisions of Circular 02/2019/TT-BCT, dated January 15, 2019 of the Ministry of Industry and Trade with the purchase price of electricity under Decision No. 39/2018/QD-TTg, dated September 10, 2018 of the Prime Minister (8.5 UScents/kWh).
Kosy Bac Lieu Wind Power Plant (phase 1) is the first wind power project of Kosy Group. With the encouragement of the Government in “opening up” the mechanism of electricity production from renewable energy in order to save natural resources and protect the environment, in the coming time, Kosy Group will continue to deploy investment invest in many other projects such as: Kosy Bac Lieu wind power project – phase 2 (50 MW), phase 3 (100 MW); Kosy Ca Mau Wind power project (200 MW); Kosy Binh Thuan solar power project (200 MW); Ta Pao Ho, PaVayi Su Hydropower Project Cluster (35 MW) and a number of other hydropower projects in Lao Cai, Dien Bien, Lai Chau provinces… with a capacity of about 300 MW. Kosy Group’s first hydropower project – Nam Pac 1 & 2 hydropower plants is also being implemented in Lai Chau with a total installed capacity of 34 MW, expected to be inaugurated in the fourth quarter of 2020 and connected to the national grid.
