Kosy Bac Lieu Wind Power Plant phase 1 has a capacity of 40 MW with a total investment of nearly 1,600 billion VND, started in October 2020, located in Hoa Binh district, Bac Lieu province. All 9 turbines of the plant are provided by Goldwind International Renewable Corporation.

Right from the first months of 2021, Kosy Bac Lieu Wind Power Joint Stock Company – the project’s investor has signed important contracts including: Power purchase and sale contract with Electric Electric Power Trading Company (belonging to Vietnam Electricity); credit financing contract of nearly 1,000 billion VND with Agribank in Transaction Office and Agribank in Tay Ho Branch.

Mr. Nguyen Viet Cuong – Chairman of the Board of Directors of Kosy Bac Lieu Wind Power JSC signed a power purchase agreement with Mr. Nguyen Danh Son – Director of the Electric Electric Power Trading Company in January 2021.

All the investment and concern of the Group’s Board of Directors, the efforts and determination of employees are directed towards the goal of bringing the Kosy Bac Lieu Wind Power Plant to generate electricity and connect to the national power grid before October 30, 2021.

Construction items reach milestones

Currently, the foundation of the project has completed 6/9 turbines, the remaining 3 positions will be completed in July 2021. The installation of turbines is being carried out according to the schedule of each shipment of turbines that have arrived. It is expected that in July, the mechanical part of the turbines TB10, TB09 and TB08 will be completed; in August, completed the mechanical part of the turbine TB07, TB06, TB05; in September, completed mechanical parts TB02, TB03, TB04. The COD will be completed line by line: line 1 on August 30, 2021 ;  line 2 and line 3 on October 30-15, 2021.

The 6th blade truck of the first turbine transport was unloaded to the project site.

The substation category has basically completed the construction, with the electrical equipment installed in the house and the rafters and poles system at the station yard, the second and first equipment has been transferred to the construction site. The main 220 kV transformer has been supplied at the site and is being installed with the plan to complete energizing on July 31, 2021. The connection line pole has completed 3/3 positions, preparing to start the pole erection and synchronize the energizing of 220 kV substation before July 31, 2021.

The substation area of the project is gradually taking shape and completing.

The project’s internal road has completed the entire length of 5.6 km. The underground cable part has also completed the installation of cable conduit and is transferring cables to the construction site.

Determination to reach the finish line

This year’s rainy season of the project area came earlier than usual (starting from the end of April 2021), delaying construction work. The supply of materials, especially sand and stone, is scarce, leading to price escalation, causing costs for investors. Besides, the epidemic was complicated, many areas in the area were blocked and restricted, affecting construction workers and the presence of experts. Or the difficulties in the transportation of super-long and super-heavy goods, the clearance work in the aquaculture area of the locality…

All are clearly identified by the members of the Project Management Board and plan to overcome, trying their best to ensure the set progress milestones. In the immediate future, the Management Board will focus on mobilizing more manpower, construction machinery and equipment to ensure the schedule, then focus on increasing the use of construction solutions in the rainy season to overcome the problems of the external environment.

With great enthusiasm and determination, the entire staff of the PMU and departments coordinated smoothly, the whole Kosy Bac Lieu Wind Power construction site did not stop, speeding up the progress as planned. The Kosy people look forward to the sunny and windy Bac Lieu, looking forward to a September reunion, congratulating the great achievements of the project.

Mr. Luong Hong Phong, Deputy General Director in charge of Wind and Solar Power shared: “We clearly define that: “There can be no success without efforts.” With the close attention, encouragement and direction on a daily basis and the “priority” of the Board of Directors and related departments in the Group for us, at the frontline, for such belief, we determined and calmly came up with appropriate solutions, removed each difficulty, set up a detailed project schedule, took advantage of favorable weather, and encouraged the contractor to organize overtime.

For technical work, the PMU together and design consultant unit review the design, optimize the source of on-site materials to replace the source of scarce materials, increase the price… For the prevention of the Covid-19 epidemic, the PMU carries out daily management, monitoring and epidemiological investigations for all employees on the construction site in accordance with the CDC’s regulations.

With the right solutions, determination and belief, the attention of the Board of Directors and all employees of the Group for us, the difficulties have been gradually removed and resolved. We “preserve” every day favorable weather, optimize costs and ensure absolute safety of technical criteria. Difficulties are still ahead, but we have reason to believe that the project will finish on schedule in the joy of the entire Kosy family.
