Kosy Group accelerates the construction progress of Kosy Bac Lieu Wind Power Plant before ‘G hour’

Kosy Bac Lieu Wind Power Plant phase 1 (capacity of 40 MW) is located in Hoa Binh district, Bac Lieu province, invested by Kosy Bac Lieu Wind Power Joint Stock Company – a member of Kosy Group. The project has a total investment of 1,600 billion VND, started construction from October 2020. All turbines of the plant are supplied by Goldwind International Renewable Corporation.

Currently, the project has signed a power purchase and sale agreement with the Electric Electric Power Trading Company (under the Vietnam Electricity Group) and is supported by a credit of VND 1,000 billion by Agribank. For inland wind power projects that are commercially operated before November 1, 2021, they will enjoy the priority electricity purchase price at the time of power delivery and delivery of 8.5 cents/kWh, equivalent to 1,928 VND/kWh. Kosy Group is determined to complete the project before September 30, 2021, shortening one month compared to the set plan.

Compliance with epidemic prevention and control, under each milestone

From July 2021 to now and in the future, in the context of the complicated development of the epidemic throughout the country and in the southern provinces, the construction to ensure safety against epidemics was approved by the Project Management Board of Kosy Bac Lieu Wind Power Plant gives priority to the top.

The project’s epidemic prevention and safety team was quickly established, ensuring the working rules in the middle of the epidemic season, taking care of the brothers’ lives at the construction site, minimizing contact with the outside, controlling tight people in and out, determined not to let COVID-19 enter the construction site. More than 300 employees are managers, experts, engineers and workers working at the project in strict compliance with epidemic prevention regulations.

Up to now, important and contagious positions on the construction site have been vaccinated against COVID-19 for the first time. “Ensuring safety in epidemic prevention is the key to ensuring the progress of each milestone of the project,” emphasized Mr. Luong Hong Phong, Deputy General Director in charge of Wind and Solar Power of Kosy Group.

Mr. Phong also shared: “We are closely coordinating with the local health department, thoroughly grasping the spirit of disease prevention to each employee at the construction site, from medical declaration, entering and exiting, living at the project, ensuring compliance with the principles of 5K, “3 in-places”. We have registered to vaccinate most of the workers at the construction site in early August. In that spirit, the whole project ensures safety against epidemics, tries at full capacity, and closely follows the set construction schedule.”

Mr. Bui Hai Nam, an officer of the PMU (Hai Phong hometown) has not been able to visit his home for nearly 5 months partly because of the urgent project progress, partly because of the complicated epidemic, he confided: “It has been a long time that not only me but also many other brothers and sisters have not been able to visit home. We are arranged by the Group to live in the operating house, not to contact the outside, not to gather in large numbers. At the construction site, body temperature is checked, and they are regularly reminded to wear masks and disinfect. Therefore, you also feel secure to devote yourself to the work that is extremely urgent.”

Overcoming difficulties due to the epidemic, the transportation of turbines to the construction site was accelerated.

Mr. Ho Van Tuan, Deputy PMU added: “For contractors who construct project items, experts from other places must make a full medical declaration, self-isolate at the place of residence, have a certificate of Covid-19 test by method. PCR was negative on the first day and on the third day, they were allowed to go to the work site. You can arrange a separate living area in the project area or set up a camp near the construction area, without contact with other parts.”

Social distancing in 19 southern provinces and cities under Directive 16 has affected the transportation of turbines and raw materials. However, the means of transporting turbines from Long An port to Bac Lieu strictly comply with the “green channel” for water and land transportation; “one road, two places”. Transport workers and drivers all have to perform Covid tests and make medical declarations through many quarantine points. When loading and unloading goods to the gathering point, do not come into close contact with field officials.

Determined to overcome difficulties, complete progress milestones

Along with the epidemic, this year’s rainy season in Bac Lieu came earlier than usual (starting from the end of April 2021), affecting construction work. The supply of materials, especially iron and steel, is scarce, leading to price escalation, causing costs for investors. The transportation of super-long and super-heavy goods at sea in the context of heavy rain and high winds also faced difficulties. Determining Kosy Bac Lieu Wind Power as a key project that must be completed before October 30, 2021, Kosy Group’s Board of Directors has given maximum priority, creating conditions for the PMU to come up with appropriate solutions and decisions. to overcome, overcome many challenges, and ensure the set progress milestones.

The project’s turbine installation is carried out day and night.

Currently, the project construction work is carried out day and night, the concreting work of the whole project has been completed. Turbine installation work is being carried out urgently. The items of substation, transformer cabinet, connection line, internal line, underground cable, operator… have also been completed. The transportation of the remaining turbines to the construction site is being accelerated by the contractor. In addition, legal procedures to meet the conditions for power generation for the project are also urgently implemented in parallel.

The trial operation of the plant will be carried out in mid-September, accordingly, line 1 is expected to be completed before September 30, 2021, line 2 before October 5, 2021 and line 3 before October 20, 2021. All items are strictly monitored in accordance with regulations and plans, ensuring the progress of power generation for the whole plant before October 30, 2021.

With the high determination of Kosy Group and Kosy Bac Lieu Project Management Board, the Kosy Wind Power Plant project is accelerating on the last leg to reach the finish line. When the project is completed and generated, it will provide an average wind power output of about 115 million kWh/year, integrated with the national grid system, contributing to ensuring energy security and promoting social- economic development.

By 2025, Kosy Group will have over 500 MW of hydro power, wind power, and solar power to generate electricity and connect to the national grid.
