From April 27, 2021 to now, the 4th wave of Covid-19 returned to our country with a rapid spread, occurring in many provinces and cities, causing particularly serious losses, greatly affecting the health and safety of people’s lives and socio-economic development. In particular, teaching and learning are also significantly affected.

Many provinces and cities have to organize online teaching, but due to the limited capacity of Internet transmission system, the online teaching software does not work well, many students lack learning equipment, the support of the family still faces many difficulties, so teaching and learning in many places have not been effective.

According to statistics of the Ministry of Education and Training, as of September 20, the whole country had 25/63 provinces/cities with online studying and 14 provinces combined direct, online and television teaching. The total number of students joining online studying is estimated at 7.35 million students. In which, the number of students who do not have computers for online learning in 25 online-studying provinces/cities is estimated at 1.5 million students.

Faced with online learning that has become the “new normal”, not only the education industry but also the whole society must share with poor students who still lack machines and equipment to learn and access knowledge. Therefore, the timeliness, speed and humanity of the program “Internet waves and computers for children” chaired by the Ministry of Information and Communications, coordinated by the Ministry of Education and Training and launched by Prime Minister Pham Minh Chinh on the evening of September 12, 2021, really touched the hearts of the community.
